Guidance facilitates people throughout their lives to manage their own educational, training, occupational, personal, social, and life choices so that they reach their full potential and contribute to the development of a better society. This is the agreed definition of guidance of the National Forum on Guidance (2004)
In the context of lifelong learning, guidance refers to a range of activities that enables citizens of any age and at any point in their lives to identify their capacities, competences and interests, to make educational, training and occupational decisions and to manage their individual life paths in learning, work and other settings in which these capacities and competences are leaned and/or used. ... Examples of such activities include information and advice giving, counselling, competence assessment, mentoring, advocacy, teaching decision-making and career management skills. The National Centre for Guidance in Education is an agency of the Irish Department of Education and Skills and was set up in 1995. Its mission is to develop and support quality guidance provision in the education sector as part of lifelong learning in accordance with national and international best practice.
NCGE provides support to the Department of Education and Skills, relevant organisations and agencies, and guidance practitioners in education.
- Guidance counsellors in post primary schools and colleges of further education
- Guidance practitioners in third level education
- Guidance practitioners working within FET
NCGE does not provide a one-to-one guidance service to the public. It does provide information and advice to persons wishing to study or train in another Member State. This service is provided as part of NCGE's participation in the European network of Euroguidance centres, funded by Lifelong Learning Programme.

NCGE does not have a code of ethics though each staff member of NCGE who is engaged in the delivery of guidance is encouraged to become a member of a professional organisation. The Institute of Guidance Counsellors (IGC) is one such professional body which currently represents over 1200 practitioners. The IGC Code of Ethics covers principles concerning competence, conduct, confidentiality, consent and research.
Also of interest to guidance counsellors is the Code of the Psychological Society of Ireland which is based on four principles (respect for the rights and dignity of the person, competence, responsibility, and integrity). The City of Dublin Vocational Education Committee (CDVEC, 1999) has published useful ethical guidelines for guidance counsellors and psychologists working under its remit.

Ireland is the first European country to publicly indicate how its National Framework of Qualification (NFQ) relates to the European Qualifications Framework for Lifelong Learning (EQF). The EQF is a new European tool that aims to increase the transparency of qualifications across Europe.
